There's an old tale of Mary Stuart, the famous Mary Queen of Scots, who had a cipher created before she was deposed, tried for treason, and executed by Queen Elizabeth I in 1587. Granted, Mary was conspiring to assassinate Queen Elizabeth, but...back to the challenge at hand.

dCode's Mary Stuart cipher tool can be used to break the code. It's a little tricky getting the symbols correct, but eventually it breaks down to:
